Relative Reduction in Embedded Depth

For an M24 HAS-U 5.8 with HVU2 Capsule the recommended embedded depth is 210mm in 270mm concrete, if I cannot achieve this, and use 150mm embedment in 200mm concrete is the reduction in design resistance linear?
Therefore, design resistance is 99.8kN @ 210mm depth, so @ 150mm depth this would be 71.25kN – a 28.6% reduction in effective embedment and pull out resistance?

We are not recommended to assuming the loading by this method, our loading data is from European ETA test report, if you are using a embedment depth which is out of testing Range.Since the ETA is not covered, there will be not any test report Data to support your calculations.
